A transit development plan (TDP) is a detailed guide that helps establish the planning and goals of transit systems. A TDP assesses the current state of a public transit system and projects the upcoming needs over a 10-year period. TDPs are required for agencies receiving state funds and are updated every five years with the input of local organizations, stakeholders, and the public.
